Get Maximum Number of Users Java

Hi

To my understanding Core.getMaximumNumberConcurrentUsers() returns the maximum number of ConCurrent users the license allows, is this correct? I would like to know if it is possible to obtain this value from java. It seems that this function only ever returns 0. Am I doing something wrong perhaps or is there another way to get the maximum number of users?
